Developer wants to build 7-story apartment tower in the Oregon District

Building could serve seniors and lower-income population, near two existing towers by main post office

The owner of an apartment tower in the Oregon District wants to build a new one nearby that has seven stories instead of the 12 that were originally proposed.

Redwood Housing, which owns the Jaycee Towers at 440 Dayton Towers Drive, wants to build a seven-story apartment building for seniors with 122 units near the southwest corner of Keowee and East Fifth streets.

Redwood Housing received zoning approval to construct a 12-story apartment building a couple of years ago, but that approval expired and no extension was requested or granted.

Redwood’s original plan called for 199 units of senior housing, but the developer decided to scale back the number of units and the size of the building.

Redwood previously applied for funding for this project from the Ohio Housing Finance Agency but it did not win an award, said Robert Chordar, president of TC Architects, which is helping with the project.

But Redwood has teamed up with Greater Dayton Premier Management (GDPM), the local public housing authority, to resubmit a request for funding, he said.

Reducing the size of the apartment building should make it easier for Redwood to obtain financing, Chordar said.

The project site is adjacent to the 12-story Jaycee Towers and the 14-story View at Dayton Towers, across Fifth Street from Dayton’s main post office.

Redwood’s plans include building a pedestrian plaza that creates a “placemaking space” or entrance into this part of the city, said Susan Vincent, city planner.

The project calls for outdoor patio areas and ground-floor retail space, Vincent said.

This new Oregon Towers project could bring affordable housing to an area in Dayton that is designated as high opportunity, said Kiya Patrick, vice president of strategic development with GDPM.

This project should help meet the local demand for new rental housing, especially for households earning at or below the area median income, she said.

GDPM started working with Redwood in 2021 because this project could potentially provide replacement units for Wilkinson Plaza, which is a downtown apartment tower at Fifth and Wilkinson, Patrick said.
